Forum stage dharna opposing TAH alignment

DAPORIJO, Mar 30: Trans Highway Affected People Forum of Sigin Part-I and Part-IV Daporijo has launched democratic movement by staging dharna at Sigin Part-I in protest against the ongoing mapping of Trans Highway alignment in the township.

The protestors displayed posters and banners in support of their demands.

Traffic came to a halt for sometime during the dharna in the colony.

The Forum is demanding to stop the recent proposed alignment of Trans-Arunachal Highway through Sigin Part-I and Part- IV, equal acquisition of land for the highway from both sides, mandatory hearing for land affected people of Daporijo Township. They further demanded that alignment should go through the existing BRTF road.

The Forum threatened to continue movement until their demands are fulfilled.

 

No cellphones while driving

ITANAGAR, Mar 30: Itanagar Capital Complex District Magistrate-cum-Deputy Commissioner, Mige Kamki has issued a notice prohibiting use of mobile handsets while driving in public places.

It is further ordered that such act of handling and talking in mobile phones while driving on public road is liable for offence under Motor Vehicle Act and will be prosecuted accordingly, the notice read.

 

Amit Shah to visit Arunachal

ITANAGAR, Mar 30: National President, Bharatiya Janata Party, Amit Bhai Shah is arriving on a two day maiden visit to Arunachal Pradesh on 23rd April, 2015 in connection with Pradesh Sadasyata Sammelan in the State.

Bharatiya Janata Party, Arunachal Pradesh is all geared up to receive Shah on his maiden visit to the state.

 

Bomdila College principal in NAAC assessors’ team

ITANAGAR, Mar 30: Sangja Khandu, Principal of Government College Bomdila, has been included among the galaxy of educational administrators empanelled in the team of assessors of the National Assessment and Accreditation Council (NAAC), Bengalaru for quality assessment of colleges of the country.

Bank account compulsory for stipend

NAHARLAGUN, Mar 30: Arunachal Pradesh Scheduled Tribe (APST) students pursuing Medical, Dental, Nursing and Paramedical courses in various colleges of the country and intending to claim stipend from the state Government have been asked to open saving bank account in State Bank of India in their own name so that stipend can be directly credited to their accounts, informed Director of Medical Education, Training and Research, Dr. Moji Jini in a press release.

SBI account numbers of the students would be compulsory for claiming stipend with effect from session 2015-16, and bank account numbers of the parents and relatives which were used till 2014-15 session shall not be accepted, he added. DIPR

 

NHPC scholarship to Roing ITI students

ROING, Mar 30: The NHPC Dibang Multipurpose Project distributed scholarship of Rs 3.15 Lakhs among 70 meritorious students of ITI Roing at the Institute on Wednesday last. Sr. Manager (Finance.) NHPC D Chatterjee handed over the scholarship in the presence of Principal ITI, Subash Pertin.

An old Maruti car was also given to the Institute for its workshop of Motor Mechanic Trade. Since the last five years, ITI Roing has been adopted by NHPC for its upgradation under the power giant's CSR & SD scheme.

 

NABARD livelihood generation programme

ITANAGAR, Mar 30: A three month capacity building programme for livelihood generation through manufacturing of traditional and modern dresses by SHG members was inaugurated by the Director, Textiles GoAP at the training cum production center of Brand Arunachal Multipurpose co-operative society at Chandanagar Itanagar.

The project is being supported by NABARD under its Rural Non-Farm sector scheme. On completion of the programme the SHG members will be eligible for financial assistance for setting up looms in their own houses and also can get working capital support for weaving of dresses for which they are undergoing the above training.

The Programme was attended by General Manager, NABARD H.S Singh, Dy. General Manager, NABARD Dinesh Raina, & Managing Director, Arunachal Pradesh State Co-operative Apex Bank Ltd T. Thongdok.

 

Support for fire victims

ITANAGAR, Mar 30: A delegation of AdiSU and ABK Youth Wing Toi Modi, General Secretary visited Tumbin Village, on March 27th last under Kaying Circle of West Siang District where 12 houses and some granaries were gutted down to ashes.  

AdiSU contributed some immediate relief materials to the fire victims. Meanwhile, Buteng Tayeng, General Secretary AdiSU appealed the government about the need of awareness in far-flung areas of Arunachal Pradesh on disaster management and safety measures to avoid any unseen disaster or natural calamities.

 

RailTel Corporation of India provides computers

ITANAGAR, Mar 30: RailTel Corporation of India Limited (Ministry of Railways) under its Corporate Social Responsibility Project has provided TV, Computer and Internet Services to Borum Secondary School & Nirjuli Secondary School under Papum Pare.

The facilities were inaugurated by Papum Pare Deputy Commissioner Tai Kaye today in presence of RailTel staff from Kolkata, Guwahati and Arunachal Pradesh.

 

Consumer awareness campaign held

ROING, Mar 30: The Department of Legal Metrology and Consumer Affairs (LMCA), in collaboration with AMYAA (an NGO), organized an “Exhibition-cum-Consumer Awareness Campaign” at Jia Village and Mayu Government Secondary School on last Saturday and Sunday respectively. The campaign was attended by members of the panchayat as well as village councils, Anganwadi workers, SHGs, NGOs, public leaders and the youth.

Asstt. Controller of the Department of LMCA, H H Atung spoke in detail about the various provisions of the Consumer Protection Act, 1986. The AMYAA put up stalls to exhibit various market products and also dealt on various topics such as MRP, misleading advertisements, duplications, imitations, adulteration, product standardization, standardized mark, discount sale etc. The participants were also made aware of the legal procedures to fight for their consumer rights as per the provision of the Consumer Protection Act, 1986, in case they became victims of the violation of such rights.

 

ASHA training on violence against women

YINGKIONG, March 30: The 6th & 7th (4th phase) ASHA modular training on the theme “Violence Against Women” was held at CHC Tuting from March 25 to 29. Around 25 ASHAs, 1 block community mobilizer, 1 ASHA facilitator attended the training.

Speaking on the occasion, Gebi Mitkong, District Community Mobilizer, advised the ASHA's to participate continuously in the training and perform their duty properly. Mitkong also highlighted the incentive of the ASHAs.

Briefing on the Mission Indradhanush, MO in-charge Tuting also requested the ASFA's to participate actively in the mission. The district trainers including Gebi Mitkong, Nami Pango and Mary Boli under the aegis of Upper Siang District Health Society conducted the training. DIPRO

 

MLA releases school magazine

KHONSA, Mar 30: "The Voyage", the first magazine of Bo-peep school here was released by Khonsa East MLA Wanglam Sawin during annual school day celebration on Saturday.

In his address, Sawin said that having served as a teacher for 25 years he always enjoyed attending a school function. He said that the school is the sacred institution from where human resources emerged and exhorted the teachers and the parents to mould the career of the students with proper guidance.

He said that the students should be allowed to grow as per their aptitude for which they should be given ample opportunities to participate in co-curricular activities. He assured all help and support.

GSU decries pathetic condition of hospital

ITANAGAR, Mar 30: Decrying the pathetic condition of General Hospital, Aalo, Galo Students’ Union (GSU) has appealed to the health minister and all the legislators of West Siang to take cognizance of the impending crisis and do the needful at the earliest.

With no proper infrastructure in place the condition of the hospital has gone from bad to worse since it was upgraded in August last year, rued the GSU.

GSU also informed that the hospital is running without a Gynecologist for the last several months. The hospital also needs few more specialist doctors catering to specific needs, GSU said and hoped the Health Minister would look into the matter with priority.

 

ADC office to be functional soon

ITANAGAR, Mar 30: The Additional Deputy Commissioner’s office at Patuk in Kurung Kumey district would be made functional from April next, assured Cheechung Chukhu, the newly posted ADC.

The ADC accompanied by few government officials visited the ADC office on March 28 and held a brief discussion with Panchayat leaders, Gaon Burah, public leaders and people of the area wherein he assured to make the ADC office functional within April 2015 with the help of Kurung Kumey Deputy Commissioner.

He said that the basic requirements for making the office functional would be arranged with the help of Kurung Kumey Deputy Commissioner.

A social service was conducted to clear jungles and surrounding of the ADC office today.

Chief Minister Nabam Tuki inaugurated the ADC office on April 14, 2012.

 

RCH camp

HAWAI, Mar 30: The Re-Productive Child Health (RCH) camp organized by District Health Society of Anjaw at Kherang village benefited more than 100 patients.

Earlier, the district health society conducted a refresher course for ASHA and ASHA facilitators on March 29 at community hall, Hayuliang. As many as 95 ASHA and ASHA facilitators attended the course. DIPRO

Orgs supports ANSU bandh call

Long wait ends, Yobin’s accorded ST status

ITANAGAR, Mar 30: The long struggle of the Yobin people to be recognized as schedule tribe has finally yielded result. The government of Arunachal in a notification issued has notified Yobin tribe residing in Vijaynagar circle under Changlang district as schedule tribe of Arunachal Pradesh under article 342 of the constitution of India. The notification was issued based on the letter from Government of India, Ministry of Tribal Affairs dated 14th October 2012 and cabinet decision of 4th February 2015.

Yobin also known as Lisu has been fighting for long to reclaim the ST status. As per the records, they were given APST status in 1979, but were deprived of it in 1980. Though some groups have been opposing the granting of ST status to them, off late the support for Yobins has grown.

 

 

RGU gives one last chance to disqualified students

ITANAGAR, Mar 30: In a big relief to the disqualified college students, the Rajiv Gandhi University (RGU) has today decided to give them one more chance sit in college annual examination.

Confirming the report, Deputy Controller of Examination RGU Dr Nani Tamang Jose informed ‘The Arunachal Times’ that the decision was taken considering the ‘phasing out manner of RGU annual examination system’ as the annual examination system is ending this academic session. The RGU had already introduced semester system in the college across the state. Dr. Jose further clarified that relaxation has nothing to do with the students who failed in semester system examination; the relaxation is only for the students who failed three times in annual examination system.  

He further informed that RGU got various representations from all quarters including All Nyishi Students’ Union (ANSU) pleading for one last chance for those disqualified students.

On being asked whether RGU is compromising with the quality of education and soften its stand, the Deputy Controller of Examination maintained that RGU has not soften its stand but  giving last hope to those disqualified students.

Hundreds of college students from Dera Natung Govt. College Itanagar were reportedly disqualified by the RGU as they had failed three times in degree course. However, many students whose validity had expired filled up the annual examination form with a hope that the RGU would give them one more chance. The university had rejected their application as their validity has expired as per the RGU annual examination system rule.  

Meanwhile, All Nyishi Students’ Union (ANSU) Secretary Education Lokam Tagiam along with his Vice-President Joram Bath called on Vice Chancellor RGU today pleading the university to give one last chance to those students.

 

 

Businessman goes missing at Dapo

DAPORIJO, Mar 30: Jagat Pal Chaudary, the manager of a hardware shop at New Market here has gone missing on March 27.

According to sources, Chaudary was last seen at Pakam Colony in the evening of March 27.

CCTV footage collected from a private house in the colony reportedly shows a person roaming alone near the bridge around 8.30 pm.

His bike has been recovered from Pakam Colony and the footwear he used was also recovered from the suspension bridge over Subansiri. One of the residents reportedly said that he had heard a big splash in the river on that night as if something had fallen into the river.

Chaudary’s guardians along with the public have launched search operation in the banks of Subansiri river.

The guardian’s of the missing person have lodged an FIR of the incident at Daporijo Police Station.

 

 

Bandh culture destroying Arunachal: Speaker Rebia

ITANAGAR, Mar 30: “Bandh culture has only caused pain to the citizens and loss to the state of Arunachal Pradesh. Today no private company wants to invest in the state, particularly around Capital complex due to frequent bandh calls. Unless we create conducive atmosphere for investment our state will not march ahead,” said Nabam Rebia, Speaker of Arunachal Legislative Assembly. He said this while inaugurating a new luxurious hotel named PYBSS.

Rebia came down heavily on the prevailing bandh culture. He expressed hope that opening of new luxurious hotel like PYBSS will vastly help the tourism industry. Rebia without naming any group stated that today unions and organizations organize bandh call even for petty issue.  “The issue raised during our student union days is relevant today also. But these days instead of solving the matter through democratic means, our people indulge in rampant bandh calls,” he added.

He termed bandh culture as biggest threat to tourism and hospitality industry. Home Minister Tanga Byaling was also present during the inauguration of the hotel.

The new hotel is managed by Takam Sara. Altogether it has 46 rooms, a conference hall, multi-cuisine family restaurant, bar, spa, gym and a shopping arcade.

 

 

AACWA demands constitution of full-fledged Lokayukta

ITANAGAR, Mar 30: Miffed over the alleged inaction of the state government to address its demands for the last two years, the All Arunachal Contractor’s Welfare Association (AACWA) today threatened to launch capital and state wide bandh calls soon.

Addressing the media persons in a press conference at Arunachal Press Club here today, AACWA president Takam Padu informed that the association had been submitting representations and memorandums regarding its demands to the Chief Minister and also to the Governor for the last two years but yet they have not received any communication on the matter.

Padu informed that AACWA has been demanding the state government to immediately constitute full-fledged Lokayukta Act 2014 body in the state. While stating that the demand might be odd to come from the association, Padu said that the association is compelled to place it because there is rampant corruption going on among the high officials. So to bring transparency, accountability and corruption free government Lokayukta needs to be implemented, he added.

AACWA president also demanded the state government to immediately release pending bills of the contractors against the work completed under PMGSY, JNNURM, NLCPR, PWD, etc, which have been pending for the last 2 years. Padu claimed that violating all norms of CPWD, only against PMGSY works about Rs 113 crore of outstanding bill is pending for the last two years. Against the capital beautification works under JNNRUM, Rs 32 crore is pending, he added.

When asked on what reasons are being given by the concern department for the delay, Padu said that the justifications provided by the concern departments over the delay are non submission of Utilization Certificates by the state government to the central government.  

Citing the financial crisis in the state and claiming frequent extortion cases as its results, AACWS also demanded the Governor to declare financial emergency in the state and impose Presidential Rule by applying Article 360 of the Indian Constitution. Padu said that the time has come for such intervention by the Governor because there has been deficit budget for last three successive financial years, inability of the state government to steer back to financial normalcy, and huge misappropriation of public fund.

Also stating that the Arunachal Pradesh Scheduled Rate is that of 2007, AACWS demanded it to be revalidated and updated immediately as per CPWD norms. Padu informed that as per the rules APSR should be updated at the end of every financial year and that due to not updating the same many contractors resort to low quality of work materials.

It has also demanded the state government to stop asking for “unnecessary documents” during tender process from registered contractors.

Furthermore, the association demanded immediate recalling of executive order of finance department vide no DA/TRY/51/2013 of civil deposit of Rs 10 lakhs and beyond and “illogical” second approval to be obtained from finance (budget) department.

The other demands of the association includes adoption of 1 percent EMD for tribal contractors like ST/SC/OBC for any category of tender work, scrapping of 2 percent tax deduction at sources from tribal contractors, and immediate lower down of enlistment fees as per CPWD norms.

 

 

Training on sustainable agriculture, ginger

Pasighat, Mar 30: The eight days training on organic farming, soil testing and soil and water conservation for sustainable agriculture in NE India for the extension functionaries of line departments and KVKs concluded at College of Horticulture and Forestry, Pasighat on today.

The training organized by Department of Natural Resource Management, College of Horticulture and Forestry and funded by CAU, Imphal was conducted in two sessions - theory and practical. Dr A.K. Pandey, Dean gave away certificates to all the participants and interacted with them.

He appreciated the efforts made by the department of Natural Resource Management and suggested the participants to produce healthy, eat healthy and live healthy by utilizing natural resources in sustainable manner.

In the technical session, Dr Dinesh Sah, Assistant Professor (Agronomy) stressed on the need to adopt organic farming and gave details practices of organic cultivation. He also advised the participants to promote organic means of cultivation.

Course coordinator Dr. P Debnath highlighted course contents covered during training.

R.C. Chaturvedi of GNC and Mosseng Modi, ADO, Pasighat stressed the need of conducting such skill oriented awareness programme on regular basis. Faculty members and other officials of the college attended the valedictory programme.

Meanwhile, the Department of  Vegetable Science, College of Horticulture & Forestry, Central Agricultural University, Pasighat conducted one day training programme on Advances Production Technology of Ginger and Turmeric sponsored by Directorate of Arecanut and Spices Development Board, Calicut, Kerala under Mission for Integrated Development of Horticultural Crops  on 30th March, 2015. The main objective of the programme was to focus on enhancement of production and productivity of Ginger and Turmeric through application of modern advance scientific technologies. Emphasis was also given on modern technology for raising healthy crops, market oriented crop production, modern mechanization in ginger and turmeric cultivation, modern techniques for integrated pest and disease management, intercropping, weed, water, integrated nutrient management, cropping systems for ginger and turmeric crop for higher income. Apart from application of modern advance techniques of crop production, the participants were also briefed about the prospects of production of baby ginger and raising healthy crops through transplanting system.

The training programme was organized and coordinated by Dr. Vikas Singh and Dr. Rakesh Kr Dubey from department of Vegetable Science, CHF, CAU, Pasighat. A total of 75 ginger and turmeric growers of the district participated in the training programme.

Presiding over the inaugural session, Dr. A. K. Pandey, Dean of the College highlighted the prospects of application of modern tools and techniques in present scientific cultivation of ginger and turmeric in Arunachal Pradesh along with their medicinal and therapeutic properties. He also emphasized the importance of post harvest management and value addition of these crops in relation to socioeconomic upliftment of the growers of the region.

 

 

FLCC camp on PMJDY scheme held

ITANAGAR, Mar 30: A Financial Literacy & Credit Counseling (FLCC) camp was organized for sensitizing on PMJDY scheme, formation of SHGs/JLGs by Arunachal Pradesh State Co-operative Apex Bank Ltd., Ziro branch in collaboration with North East Multipurpose Development Society at Hija village of Lower Subansiri district on March 28 last. The NABARD sponsored camp was attended by more than 100 members of various SHG groups.

Addressing the participants in the programme, Apex Bank Managing Director, Tsering Thongdok gave a detailed deliberation on the benefit of opening Accounts under PMJDY scheme and appealed all to open accounts for availing various benefit under PMJDY. He also dealt in details on formation of SHG & JLG and Farmers Club and distributed booklets on various schemes. A model bye-laws of SHG/JLG was also released on the occasion.

Addressing the house on local dialect, Apex Bank AGM, (HO) B T Kani highlighted on the benefit under PMJDY scheme and transfer of Govt benefits in the form of subsidy directly to the accounts of beneficiaries.

In his address, Lower Subansiri DRDA Project Director Hage Lailyang requested the bank to conduct such camp frequently for benefit of maximum number of people including PRI members. He also spoke in length on SGSY schemes available with the department and appealed all to open bank account under PMJDY scheme in any branch of Apex Bank to have better banking services.

Dr. Kime Gyati, VO, Ziro and T K Raj, Principal, Hija Secondary School also spoke on the occasion and expressed their views and suggestions.

“We shall be reaching every household of the area for ensuring opening of bank A/C under PMJDY schemes in next few days and to conduct more such camps” said Tapi Taku, President of the North East Multipurpose Development Society, Ziro. Appreciating the efforts of Apex Bank for rural development he said  “it is high time for SHGs to come forward to avail loan facilities from Apex bank to grow their income”, according to an official release.

 

 

Sensitization prog on tourism aspects for police personnel

ITANAGAR, Mar 30: With an aim to sensitize the police personnel on tourism aspects of the  state, the  department of tourism has conducted a training programme for the under-training police personnel at PTC, Banderdewa recently.

The participants were motivated on their responsiblity and duty towards thier state and how they can play a pro-active role as police prsonnel in rendering yeoman service to the visiting tourist. Many aspects like importance of tourism, eco-tourism and enviromental impacts, entry formalities, safety and security of tourist, client handling and behavioural aspects etc prtaining to the involvment of police were explained elaborately to the trainees during the day-long programme.

Host of resoure persons namely Arindam Chakroborty, Assistant Proffessor, RGU alongwith tourism departmental officials Bengia Manna Sonam, Assistant Director and Takom Kena, TIO delivered lecturers during the technical session which recieved an active positive response from more than 200 trainees.

Banderdewa PTC Principal, Taken Ringu also motivated the trainees on tourism aspects. Police as first hand informer and guide can play a vital role in promotion of tourism, which is considered to be a major industry, for the economic growth of the state. He exhorted the trainees to gather as much knowledge from the resouse persons and endorsed for more such training programmes for the police personnel.

The training programme ended with a short quiz competition on the topics that were taught during the programme and with a positive note on how the police personnel can ensure the safety of the tourists by imbibing “ATHITHI DEVO BHAVA”.

 

 

Circuit house lying abandoned for want of some more fund

PASIGHAT, Mar 30: The people of Koyu-Korang area under Nari-Koyu constituency have resented the gross apathy and negligence shown by the successive state governments in addressing numerous problems of the area.

Highlighting the problem faced by the people, the public and Panchayat leaders informed that the Circuit House constructed at Koyu is still lying abandoned and unused due to Government’s apathy. The house was constructed by Nari division of Public Work Department (PWD) with SPA fund.

According to information, former Nari-Koyu MLA Tako Dabii had endorsed the concerning department for funding an amount of Rs 80 lakh for the building. In fact, the scheme was sanctioned in 2009 but funding against the scheme was not made in that year due to non-existence of AOP.

Later, Dabii moved then PWD minister for additional Rs 80 lakh for construction of concrete boundary wall, approach road and necessary furniture items. But, the fund sought for completion of the schemes has not been given yet on the pretext of non-existence of AOP during the last two fiscal years. Thus, the circuit house built in 2011 has remained unused for the last two years.

The Anchal Samiti Member (ASM) of Koyu block, Pakyor Koyu repeatedly moved the state government demanding fund for completion of the incomplete works at Koyu Circuit House, but to no avail. He also pleaded the East Siang Deputy Commissioner seeking fund under decentralization/untied fund for the works, but the higher ups of the PWD authority has not approved it under reason best known to them.

The ASM also said that absenteeism by various officials in various government departments, including PWD, RWD, horticulture, fishery departments at Koyu EAC headquarters is creating innumerable problems to the local people.

Koyu area is located on a rough hilly terrain at 60 km west of Pasighat without any direct link road to Nari ADC headquarters. The people of the area have to travel via Ruksin through NH 52 in Assam to reach Nari headquarters.

The people of Koyu and Korang circles have also been demanding the state government for establishment of a full-fledged BDO office for expediting implementation of various rural development schemes, but their demands have remained unheard.

 

 

Foundation and functional training on PR system

ROING, Mar 30: The State Institute of Rural Development with the support of District Panchayati Raj Development Office, Lower Dibang Valley is organising a series of Block Level Foundation cum Functional Training on Panchayati Raj system and decentralised planning for concerned ZPC, ZPMs, ASC, ASMs, GPC, GPMs, member secretaries, SHG leaders, VOs, field level functionaries and village elders of Lower Dibang Valley district at Anchal Samiti Hall, Roing. These programmes are being conducted by SIRD Arunachal Pradesh for capacity building under RGPSA programme of Ministry of Panchayati Raj, Govt of India and PR Department, Govt of Arunachal Pradesh.

Speaking on the occasion, Rodo Bui, Course Director from SIRD Arunachal Pradesh informed that total numbers of 6 programmes are scheduled to be conducted in the district. Each programme entails interactive sessions on important RD and PR flagship programmes of central Govt and group activity based sessions on planning process based on participative principles in reference to district level planning process adopted by Department of Panchayati Raj. These include training on PRA tools, group activity based games and collective decision making and budgeting.

The trainings are being imparted by Dr. Rakesh Srivastava, Dy. Director SIRD and Rodo Bui, Assistant Director e-Governance SIRD. The sessions are also coordinated by Jimpo Pulu, Nirigi Linggi, Jirbang Pertin, Olik Lego, Pipi Langkam and Mumtak Pertin who are Panchayat Technical Assistants (PTAs/JE). The Computer cum Accountants (CAs) recruited under RGPSA also attended the programmes. The district administration provided all logistic support for successful conduct of the programme.

The PTAs and CA Assistants were requested to provide continued support to all PRIs for effective planning, implementation and monitoring of plans prepared and implemented by Panchayats.

It was informed that the training was being imparted to PRI members with the hope that the PRIs would receive grants under 14th Finance Commission, where State Government is interested in providing continued support to the PRIs. PRI members were also requested to prepare plans in reference to District Vision and corresponding decision of respective Gram Sabhas. DIPRO

 

 

AIR Music Festival at Pasighat

PASIGHAT, Mar 30: The All India Radio (AIR), Pasighat last evening conducted the ‘Siang Music Festival’.

Eminent artists and cultural enthusiasts besides cultural troupes hailing from different parts of the state and bordering Assam took part in the event.

Pasighat-East MLA, Kaling Moyong focused on oral history of the ethnic tribals and stressed on their preservation through radio and television broadcasting.

MLA Moyong expressed his discontentment at scarce use of mother tongue as medium of expression. He appealed the parents and guardians to influence their children to speak their local dialect besides learning other languages.

The MLA has sought cooperation from all sections of society for successful implementation of the ongoing project in and around Pasighat.

Head & Controlling Officer of AIR for Pasighat, L C Deka recalled the immense contribution of the public service broadcasting organization in the service of the nation.

While explaining the objective, Deka stated that music festival organized by AIR is not for mere entertainment, but it aims on preservation of the age-old cultural heritage of the local communities besides promoting unity and integrity among the Indian communities through cultural exchange.

Observing the decreasing trend of radio listeners, some analysts have expressed apprehension on the future existence of the public broadcasting organization, he added. Deka however is optimistic about the future of the organization and claimed that their employees were rendering dedicated service amidst stiff resistances to retain its normal stronghold.

Speaking on the occasion, East Siang DC Nidhi Srivastava said radio is a powerful medium for maximum dissemination of information, so its reliability will always be felt in the coming days. The DC also released a brochure on AIR service on the occasion.

Presenting the theme of celebration, the ADG (P&A) NER, Guwahati, M K Deb Barman announced that the AIR Pasighat, incorporating its Golden Jubilee next year is all set to record about 3,000 folk songs with the local artists.

The overall programme was supervised by Station Director, Arun Morang.

Appointment of APPSC members must be apolitical

Dear Editor,

Unlike many non Constitutional bodies, the highly sanctified Constitutional body like the State Public Service Commission must not be filled by members belonging to a particular dominant community or region. While appointing Chairman and Members to a quasi judicial institution like the State Information Commission and State Women Commission, Nabam Tuki the HCM has done a very appreciable job by considering merit as well as the background of the candidates. However while considering members and chairman of purely constitutional body like the APPSC, Tuki has to be extra careful to see that the parochial considerations of tribe, region or proximity to corridors of power do not come on the way. Unlike his predecessors who have committed numerous follies and overlooked the candidates physical and mental age and thereby allowing a situation where in the interviewer were proven less knowledgeable and outdated than the interviewee, Tuki must address this lacunae  and strictly adhere to the terms of reference or conditions of appointments as enshrined in Indian Constitution. The series of controversies emanating from question paper leakage issue and subsequent events including 72 hours fast protest by the young aspirants and arrest of five officials of APPSC by Police through SIT findings have resulted in loss of face and credibility of the Commission as well as of the Govt. My humble appeal to Tuki led Govt. therefore would be ‘please learn from the past mistake and do take initiatives to see that the most deserving and meritorious candidate are given a chance to serve the Commission for a full term with dedication and zeal and refrain from succumbing to any extraneous pressure from the Political class and any other primordial considerations.

The famed cadre

Dear Editor,

It may sound incredible but besides their hitherto political masters, if any service is responsible for debacle of the image and progress of India  during last many decades, then it is the much famed Indian Administrative Service. Especially, in the realm of policy making, planning, programmes, the governments have for long primarily relied and trusted upon the IAS cadre but after six long decades the debilitated Indian story do not tell any exceptional contribution given by the famed cadre.  

The top down approach and centralised planning was very fortunately and lately realised to be a wrong approach of development model for the country and today 20 percent of the poor in the world are our countrymen. Then the numbers of criminal cases related to corruption involving top ranking functionaries like former Principal Secretary to PMO, Secretary to Government of India, Chief Secretary of states is a clear indicator that the much trusted and celebrated service is one of the most corrupt cadre in India. And for instance, in some of the mega scams that shook the nation namely 2G, Coal Scam & others, the prime accused are our own super bureaucrats who belong to IAS cadre.

I have personal experience of working with some IAS officers and they have colonial mindset, authoritarian & narcissistic attitude with universe of ego and which is incongruous to servant of the people. I funnily remember one fine such superman who was beaten black and blue inside his official chamber and later on he was to ignominiously seek pardon from the attackers and a thanksgiving party thrown to them. Perhaps, a servant apologised to his master! I also have example of instances where an IAS officer is the worst abuser of power in violation of law.

A former Cabinet Secretary of India rightly said long back that the IAS Cadre lacked relevance due to inefficacy and that it should be replaced by different service for central government and the states. A complete dependence on an imported functionary to a state with no background socio-economic-politico knowledge of a place is not going to enable efficient governance and achievement of desired development anywhere.

Talking specifically about Arunachal Pradesh, our state has been heavily relying on the services of IAS officers for the last two decades. The key aspects of governance like policy making, planning, programmes etc are exclusivity of the imported IAS officers among services with the political executive. But 28 years down the line, our own highly resourceful state also stands at a condition that leaves much to be desired. All over India, such disproportionate patronage are not showered to only IAS cadre but state services are also proportionately nurtured and promoted for effectively reaping holistic contribution. And it's only in the interest of the state, the people to also promote and involve home groomed talents for effecting sustainable policies, plans, programmes, activities to achieve goals of sustainable development in every front.

Secular fabric of Indian constitution

Dear Editor,

Ever since the BJP Govt led by Narendra Modi came to power at the centre, there has been and heightened incidences of attack on churches, mosques and other institutions belonging to the minority communities of the country. The vandalisation of the places of worship across the country by the Hindu fundamentalists and the subsequent statement of justification  of such condemnable Acts by the RSS and VHP functionaries have really not gone well with the secular Indians especially the minority communities, terming  the entire North East people settled or working in Delhi as immigrants by the BJP manifesto of Delhi election 2015 Assembly has created a feeling of alienation amongst the NE states .The  dastardly act of raping a 72 years old Christian  nun in Kolkata, the ghar wapsi programmes of reconversion to Hindu faith, popularizing  Hindi language at the coat of regional vernacular languages and so on have really put a deep and dent on the development agenda and “Aache din aane wale hai” promise of BJP made to the people of the country during the poll campaign of 2014 Parliament election. Today the contrary situation across the country is one of the anxiety, fear, suspicion and lawlessness. The BJP apparently has lost all control over the radical elements within RSS and VHP and is simply reduced to state of a mute spectator.

The stoic silence on the part of  Narendra Modi, Rajnath Singh and for that matter Kiren Rijiju who got elected not by VHP and RSS votes but by the overwhelming vote of Christians, Buddhists and indigenous faith in not condemning the highly condemnable statement made against Mother Teresa by BJP, RSS  and VHP are utterly disgusting and casting a serious doubt on the secular credentials of at least some of liberal BJP leaders such as a Atal Bihari Vajpayee.

In my opinion if this hidden agenda of majority rule by creating a minority fear psychosis continues unabated, than it would be simply a matter of time when ruling dispensations will be voted out of power by the power of the ballot for distorting, dishonoring and disgracing the secular fabric of the Indian society and its constitution.

Destroying God’s creation

Dear Editor,

There is no doubt that God created Arunachal Pradesh in his leisure time and in generous mood. He has blessed our state with abundant beauty and natural splendour.

But the sad part is the lack of civic sense among the people of our state. Take the case of Itanagar, the capital city of our state. The natural beauty of Itanagar is not less than any other tourist destinations such as Shimla, Darjeeling, Gangtok etc. But the random throwing of garbage and over flowing of sewages at every nook and corner of the city is destroying its natural beauty day by day. Almost all the Arunachalees don't seem to care much for Civic Sense. They are so driven towards their personal goals that civic sense as an ethic has become a low priority and almost a nuisance. It is easy blaming everything to the Govt. but people must first  question themselves of their own civic sense.

My dear fellow Arunachalees let us bring back the past glory and natural beauty of our state. I believe if there is any heaven on this Earth, it is our Arunachal. So, it is the collective responsibility of each and every one of us to keep our state as a heaven.

Let law take its own course of action

Ever since All Papum Pare District Students Union (APPDSU) leveled serious allegation of corruption against education minister, the credibility of education department has been badly shattered. Few days ago during a press conference APPDSU had claimed that those arrested for extorting money in the name of awarding contract work were working on the behest of the education minister.  Even though education minister termed all allegations levelled against him as baseless, concocted and without an iota of truth, the damage has already been done.

Education department is considered to be the most important wings of the state government. They are the one who frames policies for the future citizen of this state. Today education scenario of state is in tatters. Especially the schools and colleges run by the state government are in bad shape. To make the matter worse, allegation of corruption against education minister is deeply hurting the image of education department. It is too early to make judgment in this case. However state government should rise above party politics and ensure that proper investigation is done so that guilty people are punished. There is urgent need to restore the credibility of education department.
