GSU decries pathetic condition of hospital
ITANAGAR, Mar 30: Decrying the pathetic condition of General Hospital, Aalo, Galo Students’ Union (GSU) has appealed to the health minister and all the legislators of West Siang to take cognizance of the impending crisis and do the needful at the earliest.
With no proper infrastructure in place the condition of the hospital has gone from bad to worse since it was upgraded in August last year, rued the GSU.
GSU also informed that the hospital is running without a Gynecologist for the last several months. The hospital also needs few more specialist doctors catering to specific needs, GSU said and hoped the Health Minister would look into the matter with priority.
ADC office to be functional soon
ITANAGAR, Mar 30: The Additional Deputy Commissioner’s office at Patuk in Kurung Kumey district would be made functional from April next, assured Cheechung Chukhu, the newly posted ADC.

Long wait ends, Yobin’s accorded ST status
ITANAGAR, Mar 30: The long struggle of the Yobin people to be recognized as schedule tribe has finally yielded result. The government of Arunachal in a notification issued has notified Yobin tribe residing in Vijaynagar circle under Changlang district as schedule tribe of Arunachal Pradesh under article 342 of the constitution of India. The notification was issued based on the letter from Government of India, Ministry of Tribal Affairs dated 14th October 2012 and cabinet decision of 4th February 2015.
Yobin also known as Lisu has been fighting for long to reclaim the ST status. As per the records, they were given APST status in 1979, but were deprived of it in 1980. Though some groups have been opposing the granting of ST status to them, off late the support for Yobins has grown.
RGU gives one last chance to disqualified students

ITANAGAR, Mar 30: In a big relief to the disqualified college students, the Rajiv Gandhi University (RGU) has today decided to give them one more chance sit in college annual examination.
Confirming the report, Deputy Controller of Examination RGU Dr Nani Tamang Jose informed ‘The Arunachal Times’ that the decision was taken considering the ‘phasing out manner of RGU annual examination system’ as the annual examination system is ending this academic session. The RGU had already introduced semester system in the college across the state. Dr. Jose further clarified that relaxation has nothing to do with the students who failed in semester system examination; the relaxation is only for the students who failed three times in annual examination system.
He further informed that RGU got various representations from all quarters including All Nyishi Students’ Union (ANSU) pleading for one last chance for those disqualified students.
On being asked whether RGU is compromising with the quality of education and soften its stand, the Deputy Controller of Examination maintained that RGU has not soften its stand but giving last hope to those disqualified students.
Hundreds of college students from Dera Natung Govt. College Itanagar were reportedly disqualified by the RGU as they had failed three times in degree course. However, many students whose validity had expired filled up the annual examination form with a hope that the RGU would give them one more chance. Businessman goes missing at Dapo

DAPORIJO, Mar 30: Jagat Pal Chaudary, the manager of a hardware shop at New Market here has gone missing on March 27.
According to sources, Chaudary was last seen at Pakam Colony in the evening of March 27.
CCTV footage collected from a private house in the colony reportedly shows a person roaming alone near the bridge around 8.30 pm.
His bike has been recovered from Pakam Colony and the footwear he used was also recovered from the suspension bridge over Subansiri. One of the residents reportedly said that he had heard a big splash in the river on that night as if something had fallen into the river.
Chaudary’s guardians along with the public have launched search operation in the banks of Subansiri river.
The guardian’s of the missing person have lodged an FIR of the incident at Daporijo Police Station.
Bandh culture destroying Arunachal: Speaker Rebia

ITANAGAR, Mar 30: “Bandh culture has only caused pain to the citizens and loss to the state of Arunachal Pradesh. Today no private company wants to invest in the state, particularly around Capital complex due to frequent bandh calls. Unless we create conducive atmosphere for investment our state will not march ahead,” said Nabam Rebia, Speaker of Arunachal Legislative Assembly. He said this while inaugurating a new luxurious hotel named PYBSS.
Rebia came down heavily on the prevailing bandh culture. He expressed hope that opening of new luxurious hotel like PYBSS will vastly help the tourism industry. Rebia without naming any group stated that today unions and organizations organize bandh call even for petty issue. “The issue raised during our student union days is relevant today also. But these days instead of solving the matter through democratic means, our people indulge in rampant bandh calls,” he added.

AACWA demands constitution of full-
ITANAGAR, Mar 30: Miffed over the alleged inaction of the state government to address its demands for the last two years, the All Arunachal Contractor’s Welfare Association (AACWA) today threatened to launch capital and state wide bandh calls soon.
Addressing the media persons in a press conference at Arunachal Press Club here today, AACWA president Takam Padu informed that the association had been submitting representations and memorandums regarding its demands to the Chief Minister and also to the Governor for the last two years but yet they have not received any communication on the matter.

AACWA president also demanded the state government to immediately release pending bills of the contractors against the work completed under PMGSY, JNNURM, NLCPR, PWD, etc, which have been pending for the last 2 years. Padu claimed that violating all norms of CPWD, only against PMGSY works about Rs 113 crore of outstanding bill is pending for the last two years. Against the capital beautification works under JNNRUM, Rs 32 crore is pending, he added.
When asked on what reasons are being given by the concern department for the delay, Padu said that the justifications provided by the concern departments over the delay are non submission of Utilization Certificates by the state government to the central government.
Citing the financial crisis in the state and claiming frequent extortion cases as its results, AACWS also demanded the Governor to declare financial emergency in the state and impose Presidential Rule by applying Article 360 of the Indian Constitution. Padu said that the time has come for such intervention by the Governor because there has been deficit budget for last three successive financial years, inability of the state government to steer back to financial normalcy, and huge misappropriation of public fund.
Also stating that the Arunachal Pradesh Scheduled Rate is that of 2007, AACWS demanded it to be revalidated and updated immediately as per CPWD norms. Padu informed that as per the rules APSR should be updated at the end of every financial year and that due to not updating the same many contractors resort to low quality of work materials.
It has also demanded the state government to stop asking for “unnecessary documents” during tender process from registered contractors.
Furthermore, the association demanded immediate recalling of executive order of finance department vide no DA/TRY/51/2013 of civil deposit of Rs 10 lakhs and beyond and “illogical” second approval to be obtained from finance (budget) department.
The other demands of the association includes adoption of 1 percent EMD for tribal contractors like ST/SC/OBC for any category of tender work, scrapping of 2 percent tax deduction at sources from tribal contractors, and immediate lower down of enlistment fees as per CPWD norms.

Meanwhile, the Department of Vegetable Science, College of Horticulture & Forestry, Central Agricultural University, Pasighat conducted one day training programme on Advances Production Technology of Ginger and Turmeric sponsored by Directorate of Arecanut and Spices Development Board, Calicut, Kerala under Mission for Integrated Development of Horticultural Crops on 30th March, 2015. The main objective of the programme was to focus on enhancement of production and productivity of Ginger and Turmeric through application of modern advance scientific technologies. Emphasis was also given on modern technology for raising healthy crops, market oriented crop production, modern mechanization in ginger and turmeric cultivation, modern techniques for integrated pest and disease management, intercropping, weed, water, integrated nutrient management, cropping systems for ginger and turmeric crop for higher income. Apart from application of modern advance techniques of crop production, the participants were also briefed about the prospects of production of baby ginger and raising healthy crops through transplanting system.
The training programme was organized and coordinated by Dr. Vikas Singh and Dr. Rakesh Kr Dubey from department of Vegetable Science, CHF, CAU, Pasighat. A total of 75 ginger and turmeric growers of the district participated in the training programme.
Presiding over the inaugural session, Dr. A. K. Pandey, Dean of the College highlighted the prospects of application of modern tools and techniques in present scientific cultivation of ginger and turmeric in Arunachal Pradesh along with their medicinal and therapeutic properties. He also emphasized the importance of post harvest management and value addition of these crops in relation to socioeconomic upliftment of the growers of the region.

ROING, Mar 30: The State Institute of Rural Development with the support of District Panchayati Raj Development Office, Lower Dibang Valley is organising a series of Block Level Foundation cum Functional Training on Panchayati Raj system and decentralised planning for concerned ZPC, ZPMs, ASC, ASMs, GPC, GPMs, member secretaries, SHG leaders, VOs, field level functionaries and village elders of Lower Dibang Valley district at Anchal Samiti Hall, Roing. These programmes are being conducted by SIRD Arunachal Pradesh for capacity building under RGPSA programme of Ministry of Panchayati Raj, Govt of India and PR Department, Govt of Arunachal Pradesh.

AIR Music Festival at Pasighat

Eminent artists and cultural enthusiasts besides cultural troupes hailing from different parts of the state and bordering Assam took part in the event.

Observing the decreasing trend of radio listeners, some analysts have expressed apprehension on the future existence of the public broadcasting organization, he added. Deka however is optimistic about the future of the organization and claimed that their employees were rendering dedicated service amidst stiff resistances to retain its normal stronghold.

Appointment of APPSC members must be apolitical
Dear Editor,
Unlike many non Constitutional bodies, the highly sanctified Constitutional body like the State Public Service Commission must not be filled by members belonging to a particular dominant community or region. While appointing Chairman and Members to a quasi judicial institution like the State Information Commission and State Women Commission, Nabam Tuki the HCM has done a very appreciable job by considering merit as well as the background of the candidates. However while considering members and chairman of purely constitutional body like the APPSC, Tuki has to be extra careful to see that the parochial considerations of tribe, region or proximity to corridors of power do not come on the way. Unlike his predecessors who have committed numerous follies and overlooked the candidates physical and mental age and thereby allowing a situation where in the interviewer were proven less knowledgeable and outdated than the interviewee, Tuki must address this lacunae and strictly adhere to the terms of reference or conditions of appointments as enshrined in Indian Constitution. The series of controversies emanating from question paper leakage issue and subsequent events including 72 hours fast protest by the young aspirants and arrest of five officials of APPSC by Police through SIT findings have resulted in loss of face and credibility of the Commission as well as of the Govt. My humble appeal to Tuki led Govt. therefore would be ‘please learn from the past mistake and do take initiatives to see that the most deserving and meritorious candidate are given a chance to serve the Commission for a full term with dedication and zeal and refrain from succumbing to any extraneous pressure from the Political class and any other primordial considerations.

The famed cadre
Dear Editor,
It may sound incredible but besides their hitherto political masters, if any service is responsible for debacle of the image and progress of India during last many decades, then it is the much famed Indian Administrative Service. Especially, in the realm of policy making, planning, programmes, the governments have for long primarily relied and trusted upon the IAS cadre but after six long decades the debilitated Indian story do not tell any exceptional contribution given by the famed cadre.
The top down approach and centralised planning was very fortunately and lately realised to be a wrong approach of development model for the country and today 20 percent of the poor in the world are our countrymen. Then the numbers of criminal cases related to corruption involving top ranking functionaries like former Principal Secretary to PMO, Secretary to Government of India, Chief Secretary of states is a clear indicator that the much trusted and celebrated service is one of the most corrupt cadre in India. And for instance, in some of the mega scams that shook the nation namely 2G, Coal Scam & others, the prime accused are our own super bureaucrats who belong to IAS cadre.
I have personal experience of working with some IAS officers and they have colonial mindset, authoritarian & narcissistic attitude with universe of ego and which is incongruous to servant of the people. I funnily remember one fine such superman who was beaten black and blue inside his official chamber and later on he was to ignominiously seek pardon from the attackers and a thanksgiving party thrown to them. Perhaps, a servant apologised to his master! I also have example of instances where an IAS officer is the worst abuser of power in violation of law.

relevance due to inefficacy and that it should be replaced by different service for

Talking specifically about Arunachal Pradesh, our state has been heavily relying on the services of IAS officers for the last two decades. The key aspects of governance like policy making, planning, programmes etc are exclusivity of the imported IAS officers among services with the political executive. But 28 years down the line, our own highly resourceful state also stands at a condition that leaves much to be desired. All over India, such disproportionate patronage are not showered to only IAS cadre but state services are also proportionately nurtured and promoted for effectively reaping holistic contribution. And it's only in the interest of the state, the people to also promote and involve home groomed talents for effecting sustainable policies, plans, programmes, activities to achieve goals of sustainable development in every front.

Secular fabric of Indian constitution
Dear Editor,
Ever since the BJP Govt led by Narendra Modi came to power at the centre, there has been and heightened incidences of attack on churches, mosques and other institutions belonging to the minority communities of the country. The vandalisation of the places of worship across the country by the Hindu fundamentalists and the subsequent statement of justification of such condemnable Acts by the RSS and VHP functionaries have really not gone well with the secular Indians especially the minority communities, terming the entire North East people settled or working in Delhi as immigrants by the BJP manifesto of Delhi election 2015 Assembly has created a feeling of alienation amongst the NE states .The dastardly act of raping a 72 years old Christian nun in Kolkata, the ghar wapsi programmes of reconversion to Hindu faith, popularizing Hindi language at the coat of regional vernacular languages and so on have really put a deep and dent on the development agenda and “Aache din aane wale hai” promise of BJP made to the people of the country during the poll campaign of 2014 Parliament election. Today the contrary situation across the country is one of the anxiety, fear, suspicion and lawlessness. The BJP apparently has lost all control over the radical elements within RSS and VHP and is simply reduced to state of a mute spectator.
The stoic silence on the part of Narendra Modi, Rajnath Singh and for that matter Kiren Rijiju who got elected not by VHP and RSS votes but by the overwhelming vote of Christians, Buddhists and indigenous faith in not condemning the highly condemnable statement made against Mother Teresa by BJP, RSS and VHP are utterly disgusting and casting a serious doubt on the secular credentials of at least some of liberal BJP leaders such as a Atal Bihari Vajpayee.
In my opinion if this hidden agenda of majority rule by creating a minority fear psychosis continues unabated, than it would be simply a matter of time when ruling dispensations will be voted out of power by the power of the ballot for distorting, dishonoring and disgracing the secular fabric of the Indian society and its constitution.

Destroying God’s creation
Dear Editor,
There is no doubt that God created Arunachal Pradesh in his leisure time and in generous mood. He has blessed our state with abundant beauty and natural splendour.
But the sad part is the lack of civic sense among the people of our state. Take the case of Itanagar, the capital city of our state. The natural beauty of Itanagar is not less than any other tourist destinations such as Shimla, Darjeeling, Gangtok etc. But the random throwing of garbage and over flowing of sewages at every nook and corner of the city is destroying its natural beauty day by day. Almost all the Arunachalees don't seem to care much for Civic Sense. They are so driven towards their personal goals that civic sense as an ethic has become a low priority and almost a nuisance. It is easy blaming everything to the Govt. but people must first question themselves of their own civic sense.
My dear fellow Arunachalees let us bring back the past glory and natural beauty of our state. I believe if there is any heaven on this Earth, it is our Arunachal. So, it is the collective responsibility of each and every one of us to keep our state as a heaven.

Let law take its own course of action
Ever since All Papum Pare District Students Union (APPDSU) leveled serious allegation of corruption against education minister, the credibility of education department has been badly shattered. Few days ago during a press conference APPDSU had claimed that those arrested for extorting money in the name of awarding contract work were working on the behest of the education minister. Even though education minister termed all allegations levelled against him as baseless, concocted and without an iota of truth, the damage has already been done.
Education department is considered to be the most important wings of the state government. They are the one who frames policies for the future citizen of this state. Today education scenario of state is in tatters. Especially the schools and colleges run by the state government are in bad shape. To make the matter worse, allegation of corruption against education minister is deeply hurting the image of education department. It is too early to make judgment in this case. However state government should rise above party politics and ensure that proper investigation is done so that guilty people are punished. There is urgent need to restore the credibility of education department.
